Holy Paladin Tier Set
(2) Set Bonus: Holy Shock’s critical strikes heal for 60% more and reduce the cooldown of Light’s Hammer by 2 sec, or Holy Prism by 1 sec.
(4) Set Bonus: Light’s Hammer heals 100% more frequently and generates 1 Holy Power every 4 sec. Holy Prism’s healing is increased by 80% and it generates 1 Holy Power if cast on an enemy target, or 3 if cast on an ally.

The following list is optimized for M+ and prioritizes items that can be acquired without raiding.
The notable exceptions here are the trinkets which have also been optimized with the highest possible DPS in mind - don’t be afraid of swapping these if you can’t get them or if you need more survivability. There is a list of other viable trinkets further down the page.

Embellishments
Allied Wristguard of Companionship is the best and most versatile embellishment to craft early for both raid and Mythic+.
Elemental Lariat - as this item's power scales with the amount of gems you have socketed, it should be crafted later into the patch when you have more sockets.
DO NOT CRAFT Flourishing Dream Helm - it does not proc from AoE or Environmental damage.
Keep in mind as well that the biggest power spike generally comes from crafting a weapon such as an Obsidian Seared Hexsword if you don’t already have a high item level weapon.
Mythic+ / Damage Focused
Shadowflame-Tempered Armor Patch is by far the best DPS Embellishment for Holy Paladin, and you would most likely run it in Mythic+. Keep in mind you can only use this embellishment on "Armor" pieces.
Season 4 Bullions Priority List
These are the items you should prioritize when spending your Antique Bronze Bullions in Season 4:

Holy Paladin Trinkets
Recommended Trinkets
Screaming Black Dragonscale - Very Rare drop form Kazzara in Aberrus, between Intellect, Crit and Leech this trinket has everything a Holy Paladin could ask for, coupled with an uncommonly high uptime.
Ominous Chromatic Essence - This trinket is a typical “stat-stick” giving you a large amount of a secondary stat of your choosing, it’s a good pick for any form of content, but especially strong in raid when multiple people have it equipped.
Broodkeepers Promise - A “set-and-forget'' passive heal, bundled with a versatility buff for both you and your target. It’s very effective and easy to use, just make sure you’re within 15 yards of the person you use it on.
Whispering Incarnate Icon - Is the “Stat Trinket” of Vault of the Incarnates, while it’s not as powerful as Ominous Chromatic Essence, it’s still pretty close.
Pip's Emerald Friendship Badge - is the “Stat Trinket'' of Amirdrassil. You can read about how it works here. It’s a good trinket, but since you cannot choose which buff is active, it’s not as good as other stat sticks.
Rashok's Molten Heart - The GOAT of Aberrus is back though a bit diminished. While it still provides a large amount of passive healing and a versatility buff, the mana regen portion has been significantly reduced, and it is not the absolute bis it used to be.
Raid trinkets are our best in slot, but Waters Beating Heart and Spoils of Neltharus are decent options that you can get from M+ and use as placeholders while you farm for other trinkets on this list.
Mythic+ Only Trinkets
Fyrakk's Tainted Rageheart - will give you a massive boost to damage and survivability, essential if you’re looking to push higher keys.
Belor'relos, the Suncaller - a powerful pure damage trinket with baseline Intellect.
Beacon to the Beyond - very similar to Belor'relos, the Suncaller although not as good because it has mastery instead of intellect.
